Can I edit or modify a PDF document with FPDI?

Can I distribute FPDI with GPL licensed code?

Yes. This is possible as of version 1.6. Since then FPDI is released under the MIT license which is a compatible license. Before that version it was only possible to use FPDI with >= GPL 3.0.
